Dear Fillipo, thank you for your answer. Besides the fact of plagiarism I also have to say that the authors did not comply in any way with the copyright statement. IOS has a very very liberal one since they do not ask for any rights. Material can be reused by the authors. However, thy have to cite the IOS source if they want to reuse something. They did not. And from all what I saw that also haven't done this with all the other publications since I personally do not see too many differences between their huge number of articles. To be honest, a lot of authors act in the same way - they reuse parts of their old papers or re-submit very similar papers. Our system is asking for it. However, it remains for me unclear why they do not cite their own work (of course, I do understand that they avoid to cite the ACM papers - but the rest). This behavior makes them even more vulnerable since it is easier to take legal action if they violate copyright. Have a nice weekend!
